Accelerate the creation of new advantages for high-quality development
"Adhere to the principle of seeking progress while maintaining stability, promote stability through progress, and establish before breaking down." Chen Huawen said that in order to accelerate the creation of new advantages in high-quality development, Minhang must currently focus on three aspects of work.
First, coordinate economic dispatch and policy supply. Second, we must do everything possible to stabilize the stock and expand the increment. To firmly stabilize the stock, we must further optimize the business environment, take the actual needs of enterprises as the starting point, and make more efforts in creating a business environment and building an industrial ecology. We must make every effort to introduce increments, solidify the investment promotion teams for biomedicine, civil aviation, commercial aerospace, elderly care technology and platform economy, adhere to the combination of "going out" and "inviting in", strengthen integrated services such as attracting key projects, building an industrial ecology, and improving supporting services, and strive to promote the accelerated agglomeration of key characteristic industries.
Third, we will take multiple measures to expand domestic demand and stabilize foreign demand. In terms of continuously stimulating consumption vitality, we will study and formulate a development plan for the Minhang business district, relying on the three major city-level core business centers of Hongqiao, Wuzhong Road, and Xinzhuang, as well as large-scale exhibitions such as the China International Import Expo, to promote the first show and exhibition of new products in Minhang, and at the same time vigorously promote new hotspots such as service consumption, cultural tourism consumption, bulk consumption, and nighttime economic consumption.
In terms of promoting investment expansion and efficiency, we must continue to accelerate the progress of various infrastructure construction, cooperate with the completion of major municipal projects such as the Shanghai-Suzhou-Lake Railway, the Shanghai-Hangzhou Passenger Dedicated Line, the Yindu Road Cross-River Tunnel, the Airport Link Line, and the S32 Highway Puxing Highway Entrance and Exit, to drive greater investment benefits. We must take industrial investment as the main growth point and fully promote the construction of 71 major industrial projects to ensure that the projects are truly implemented and the investment is truly in place. At the same time, we must promote the experience of the "Modena Project" and work hard on the early approval and factor guarantee of the project.
In terms of improving the quality and efficiency of foreign trade development, we actively promoted the implementation of the policies of the Shanghai Free Trade Zone and the Innovation Zone, implemented key tasks such as upgrading the capacity of the Hongqiao Business District Bonded Logistics Center (Type B), deepening the pilot reform of foreign exchange facilitation, and carrying out cross-border data flows. At the same time, we studied and formulated relevant industrial support policies for bulk trade enterprises to support key enterprises in maintaining their markets, shares, and orders.
North-South linkage accumulates new momentum for development
The "one south and one north" regions are not only a major tool and core carrier for Minhang to serve the national strategy, but also the two strategic fulcrums for accumulating new momentum and new advantages for high-quality development and driving the overall development of Minhang.
"Next, we need to further enhance and deepen the industrial clusters, functional platforms, and spatial layout, and focus on enhancing the development level and core competitiveness of the business district." Chen Huawen said that regarding the construction of Hongqiao International Central Business District, we need to enhance the industry level, focus on the "five-type economy", implement the "headquarters capacity enhancement" action, introduce a number of iconic and leading corporate headquarters; speed up the construction progress of 16 projects that have already started, and ensure that a number of projects are completed and put into production. We need to increase the density of factors. We need to further strengthen the platform function, focus on building the largest high-end professional service industry in China, and provide enterprises with full-industry chain services such as talent, law, accounting, finance and taxation, products, and technology. We need to expand the depth of opening up, deepen the implementation of policies and measures to promote the further improvement of the level of Hongqiao International Open Hub, actively connect with the demands of enterprises and platforms, strive for more policy implementation, and promote high-level opening up with institutional opening up.
Regarding the construction of the "Big Zero Bay" science and technology innovation source functional area, we must further increase our efforts and speed up the progress to create a new engine for high-quality development with scientific and technological innovation. To promote innovation at the source of basic research, on the one hand, we must deepen the cooperation between the district and the university, support colleges and universities in promoting the construction of the "basic research pilot zone", and cultivate and gather a number of innovative projects and enterprises in the future industry field. On the other hand, we must continue to introduce and serve high-level innovation platforms to support their early and rapid results.
It is necessary to strengthen the position of enterprises as the main body of innovation, optimize the growth chain of science and technology enterprises, and improve the discovery and cultivation system of "pre-incubation-start-up-backbone-leader" science and technology enterprises; optimize the science and technology innovation ecology. On the one hand, it is necessary to promote the effective integration of "technology + finance" and optimize the operation mechanism of the "Big Zero Bay" financial port. On the other hand, it is necessary to continuously improve the policy system, steadily promote the implementation of the special policies of "Big Zero Bay", and accelerate the formation of support policies covering the entire chain of science and technology innovation. At the same time, cooperate with municipal departments to formulate the "Big Zero Bay" special plan, and deepen the content of industrial orientation, spatial layout, service support, and transportation support. It is necessary to create a high-level talent highland, iteratively upgrade the talent policies with strong competitiveness and sufficient gold content, and especially further improve the special policies for talents in key industries. Strengthen the deep integration of scientific and technological innovation and industrial innovation
Developing new quality productivity is an inherent requirement and an important focus for promoting high-quality development, and it is also an inevitable choice for Minhang to achieve industrial transformation and upgrading. Chen Huawen said that in the next step, we should focus on enhancing the continuity and competitiveness of industrial development, strengthen the deep integration of scientific and technological innovation and industrial innovation, coordinate the transformation and upgrading of industries, the development and growth of emerging industries, and the forward-looking layout of future industries, and strive to build a modern industrial system.
First, accelerate industrial transformation and upgrading. Traditional industries are the foundation of Minhang's industrial development. We must make traditional industries adapt to the new models and new formats of the times. Support enterprises to accelerate technological transformation, equipment renewal, and production line upgrades. Encourage and support manufacturing enterprises to achieve capacity expansion, transformation and upgrading through industrial relocation. On the other hand, we must make every effort to grasp digital transformation and green and low-carbon transformation. Seize the opportunities of intelligent, green, and integrated development, accelerate the empowerment of traditional industries with new technologies and new formats, and build traditional industries into an important position for the development of new quality productivity.
Second, we will foster and expand emerging industries. Next, we will fully implement the new round of "Shanghai Plan" for the three leading industries, and continue to increase R&D investment around strategic emerging industries such as high-end equipment, biomedicine, integrated circuits, and artificial intelligence, continuously improve the scale and level of the industry, and accelerate the creation of a number of advanced manufacturing clusters with international competitiveness.

We should conduct in-depth research on the development support policies of the "Big Zero Bay" future industry pilot zone, focus on subdivided industrial fields such as new energy, new energy storage, and aerospace resource utilization, and take the lead in industrial development paths, investment and financing models, and policy and institutional innovation. Support enterprises to carry out the "unveiling and leading" of future industry test sites. Do a good job in practical matters concerning people's livelihood that lay the foundation and benefit the long-term
This year, in line with the principle of covering a wider range of fields, benefiting more people and making greater efforts in construction, we have arranged 20 major and 59 minor projects to do practical things for the people. In the first half of the year, all projects started well and were vigorously promoted. Among them, 5 projects have completed their annual targets ahead of schedule. "In the next step, we will continue to stick to the goals, increase efforts and improve efficiency, and strive to make each project a high-quality project that satisfies the people and wins the hearts of the people, and take practical actions to do practical things for the people's livelihood that lay the foundation and benefit the long-term." Chen Huawen said.
First, the renovation of "two old and one village". In accordance with the work arrangements of the municipal party committee and municipal government, we will further promote the expansion and intensification of the renovation of "two old and one village". The renovation of the old housing in No. 5530, Longwu Road, Wujing Town will be completed by the end of September. All residents will be relocated before the end of the year, and the construction will be fully started before the end of the year; for the 10,000 square meters of incomplete houses in Xinzhuang Town and Luhui Village 1 in Pujiang Town, a complete renovation plan will be formulated as soon as possible. Strengthen the orderly connection between the old and new policies for the renovation of urban villages, accelerate the renovation and construction of projects such as Qibao Jiuxing Village, Zhuanqiao Central Village, Pujiang Zhaojialou, and Huacao Zhuzhai Village, and complete the identification of the urban village renovation project in Qibao Village, Qibao Town.
The second is the construction of a park city. We should pay more attention to the details and achieve results, promote the development and opening of more urban public spaces, and let citizens "see green when they go out and enter the park when they push the door", mainly from the three aspects of promoting increment, improving quality, and optimizing stock. In terms of promoting increment, 650 mu of forest area will be added throughout the year, and 80 hectares of green space, 30 kilometers of greenways, 20 pocket parks, and 30,000 square meters of three-dimensional greening will be completed. In terms of improving quality, we will deepen the creation of park city demonstration areas in Zizhu High-tech Zone and Qibao Ecological Business District, and start construction in the first start-up area of Maqiao Future Boat Park. In terms of optimizing stock, we will promote the opening of green spaces affiliated to government agencies, enterprises and institutions to the outside world, and realize the seamless integration of green spaces with surrounding blocks, communities, and business districts. This year, we will promote the orderly opening of green spaces affiliated to three social units, and actively explore the normal and long-term management mechanism for 24-hour opening of parks.
The third is rural revitalization. Taking the construction of "three parks" as a starting point, we will focus on building beautiful villages, developing modern industries, and strengthening the collective economy. In terms of building beautiful villages, we will focus on the implementation of planning, the development of industries, and the improvement of the environment. Taking the pilot land consolidation in the whole area south of Dazhi River as a starting point, we will promote the construction of the "One Belt and Six Villages" rural revitalization demonstration area and the "Five Good and Two Suitable" and beautiful rural pilot projects. In terms of developing modern industries, we must strengthen the coordination of the primary, secondary and tertiary industries, accelerate the formation of development synergy, accelerate the construction of high-standard farmland, speed up the preparation of the construction plan for the remaining high-standard grain fields in the area south of Dazhi River, strengthen the construction of agricultural infrastructure, and help attract agricultural investment and create characteristic industrial projects. In terms of strengthening the collective economy, we must further broaden the channels for increasing collective economic income, tap the potential for increasing income, and cultivate the momentum for increasing income through resource utilization, industrial introduction, and bottom-line guarantees.
Fourth, stabilize employment. Minhang will continue to strengthen the employment priority orientation, focus on key groups such as college graduates, the disabled, and retired soldiers, implement detailed measures such as supporting enterprises to stabilize jobs, supporting entrepreneurship, and skills training, and strive to promote high-quality full employment. In particular, for graduates who leave school and are unemployed, we must give full play to the service support role of the "15-minute employment service circle" site, strengthen investigations and surveys, refine service models, and provide a chain service of "recruitment-guidance-training-internship-employment" to help them find good jobs.
Fifth, urban operation safety. Next, we should focus on the three-year action plan for the root cause of production safety, focus on key areas and key regions such as gas, fire protection, hazardous chemicals, industry and trade, construction sites, large complexes, and self-built houses, continue to deepen the comprehensive rectification of concentrated efforts, and comprehensively improve the comprehensive emergency response capabilities.
